  • Questions of the Month

The Town of St. Walburg Municipal Office has received a number of calls regarding the slough on the westerly limits of St. Walburg. The inquiries are about the ability/permission to withdraw water from the slough.

Under the Water Security Agency Act, all lands that touch the shoreline of the water area have the riparian right to use/withdraw water from the slough for domestic purposes until such time as the water recedes off of their property. Individuals who do not own property touched by the waters of the slough are required to obtain a Temporary Water Rights Licence from the Water Security Agency. The license (if granted) will require the applicant to obtain written land control (proof of permission) from all property owners surrounding the slough area.

Temporary Water Rights Application

In 2018, Town Council purchased the land that is known as the CN Grounds for $35,790.00 plus applicable taxes. This purchase included the old rail bed, adjacent parcels, and the CN Station. Also acquired was the rail bed to the northwest, up to the grid road running north and south; and the rail bed to the south east of St. Walburg limits, adjacent to Industrial Avenue.

The Town designated the rail bed acquired as Dedicated Municipal Reserve Lands. In collaboration with the Great Trail Committee, chaired by Don Nicholson, the Town has created an auxiliary trail.

The Town of St. Walburg would like to thank Don Nicholson and the Great Trail Committee for all the hard work and effort over the past few years to make the trail welcoming to Everyone. The Great Trail accepts donations for upkeep and maintenance. Charitable receipts can be issued by the Town of St. Walburg for monetary donations. Contact the Town Office for more information on how you can support The Great Trail.

St. Walburg is open for business, and Town Council invites and welcomes all new entrepreneurs and business to our community!

The first step for any new business or franchise is to contact the Town Office to inquire regarding bylaws that are relevant to local businesses. Development and building permits are required if a new building is being constructed, or if an old building is being renovated or removed.

  • Building and Construction

The applicant is required to apply for a Development Permit Application and submit a detailed proposal. A Development Permit is required for developments which include:

    • New Construction
    • Addition/Renovation to an existing building
    • Change the use of a building or property

The application and site plan are reviewed to ensure it conforms to the Zoning Bylaw with respect to setbacks and alignments, parking requirements, landscape requirements, site drainage, lot coverage, building height, etc. If the proposal conforms to the criteria of the Zoning Bylaw and is a permitted use in that district, the Development Permit is approved by the Chief Administrative Officer. When the proposal does not conform to the Zoning Bylaw, the application is taken to Town Council for a Discretionary Use Permit.

The fees associated with the Development Permit are: $100.00 for a Permitted Use and $200.00 for a Discretionary Use. For more information, please contact the Town Office.

A Building Permit Application is required whenever you are planning on:

  • New construction
  • Addition/renovation to an existing building
  • Change the use of a building or property

A building permit is used to collect information from anyone undertaking a project large or small. A building permit allows a licensed building official to review and verify that the aspects of construction meet the minimum requirements of the National Building Code of Canada.

A property owner can locate the property pins by:

    • Using a metal detector
    • Town of St. Walburg Service Request – fees apply
    • Hire a Legal Land Surveyor

Building Permit fees are set by the Building Inspector (JWS Inspection Services & KL Inspection Services), based on the Value of Construction and each project has a standard set of inspections. Value of Construction is defined as the total costs to the owner for a building construction in its completed form and includes the cost of all building work, materials of construction, building systems, labour. Furniture, appliances, and business equipment should not be included. Similarly land costs should not be included in the value of construction.

The Town of St. Walburg contracts JWS Inspections and KL Inspection Services for all building inspections within the town limits. The Town receives the invoices from the contractor and issues the property owner accordingly.

For more information, contact the Town Office at (306) 248-3232.

Applications will be reviewed typically within two (2) weeks from receipt in the Town Office. The detailed application information will be forwarded to the Inspector. In order to help with the process, please ensure that all required information is submitted.

No construction should begin until all permits are reviewed by a Licensed Building Official and approved by the Town of St. Walburg.

Please note: ALL hired contractors and sub-contractors are required to have business licenses issued by the Town of St. Walburg, in addition to valid certification(s)/license(s) from the respective Provincial and/or Federal certification or licensing body in order to provide their services to your property/building. It is the permit holder’s responsibility to ensure ALL contractors and sub-contractors are licensed.

Yes. The Town of St. Walburg offers a drop-off location for compost. The TEMPORARY location is west of the St. Walburg campground.

This location is temporary, due to the reconfiguration of the St. Walburg Lagoon site. Once the decommissioning of the lagoon is complete, the compost site will be relocated.

Acceptable materials include: pine needles and cones, leaves and twigs, wood chips, grass clippings, tree prunings, stumps, and untreated wood.

This service was established to assist our residents in getting rid of organic materials. There have been incidents that food waste and garbage have been found at the site. Food waste encourages scavengers to frequent the site. Please assist the Town to ensure that this service continues to be offered.
